Need Help, 1990 Civic LX Blow-by passed rings

I need to take the civic in to a GOOD shop to be looked at. Either white or blue smoke, hard to tell at times. Just became more and more prominent now every time I start it. I have a fairly good knowledge of cars but I am extremely busy. I have 3 kids and I am short on money as well.
I'm also still trying to decide whether a rebuild or swap would be more economical at this time.
 ANY suggestions of a good, cheap shop would be GREATLY appreciated!

I live in the West Jordan area!
My 90 Civic is an LX with D15b2 DPFI :( (wish I could upgrade to mpfi)
Anyone with a D15, D16, B16 to sell would be awesome as well.

If It's Smoking On Initial Startup Only It Could Just Be Crusty Valve Stem Seals. (Fix it) But If She Burbs Blue At High Revs You're Looking At Rings.(Swap It) I'm In Ogden PM Me If You're Interested It Having Work Done.
90 civic hatch. Dpfi makes me cry

Definitely will be looking to swap I think. Its on initial startup and high revs. Thats what I was worried about. Looking for a full ling block if possible. Auto Tran shifts hard too.
